Folders on top don't work on desktop

Topic says it all. Folders on top works fine in folders, but not on the desktop.

I run Mavericks 10.9.2 and TotalFinder 1.6.

Bug of feature?

Is it even suppose to work? I handle it by tagging the folders, it gets them in bottom – and hence moving all the time – but at least they’re in a group.
